To make a change of address for service, the Civil Registry asks to go with the ID card and a tax service or a name that comes to that address. In its place, a neighborhood certificate issued by a police station.
At the police station to issue a certificate of neighborhood, calls go to the DNI with the headquarters right, or failing that, a tax service or a name that comes to that address.
The circle of stupidity is cut, as usual, turning a blind eye.
